“Cuomo pleads for federal help while some experts say New York’s deficit is state’s problem.”

Len Burman, professor of public administration and international affairs in the Maxwell School, was quoted in the Albany Times Union article “Cuomo pleads for federal help while some experts say New York’s deficit is state’s problem.” Burman, an expert in budget policy and tax expenditures, says that in order to fix the deficit without federal intervention “states will have to lay people off or raise taxes, which is counterproductive during a deep recession.”
