James E. Baker is a professor of law in the College of Law and director of the Institute for Security Policy and Law.
In an op-ed piece for The New York Times, Baker writes that while President Trump has invoked the Defense Production Act—a law that allows the president to direct domestic industries to create goods and materials for national defense—it has not been used to its full authority in order to close the supply gap for personal protective equipment (PPE), allocate resources to states, and prepare for the production and distribution of the vaccine to come.
