“Russia’s Invasion Puts NATO On Guard for Cyberwarfare”

Williams Banks, professor of law emeritus in the College of Law, was interviewed for the New York Observer story “Russia’s Invasion Puts NATO On Guard for Cyberwarfare.” Banks, an expert on national security and the laws of war, explained that if Russia were to induce a cyberattack on Ukraine that it could easily spill into neighboring countries that are members of NATO. While NATO does not have a definition of what constitutes a cyberattack, Banks recommended that one must simply look at the effects of this type of warfare. “If the effects of a cyberattack approach the effects of a kinetic attack, that crosses the threshold,” Banks said.
