As scuba diver assistant to Carlos Salas, Alejandro Navarrete, 31, arrived in Pisagua, Chile, three years ago since his marriage to Carlos’s niece. In late-1998 octopus stocks plummeted as a result of the severe and devastating El Nino event of 1997. Formerly Pisagua’s second principal product, octopus stocks have not yet recovered and remain restricted from hunting. However, illegal harvest of octopus still occurs though the small juvenile catches fetch minimal prices at market.
